Job Order Contracting (JOC) was developed in the 1980’s by the military as a program to streamline the traditional Design/Bid/Build (DBB) method. A JOC program is a competitively bid, fixed price, indefinite delivery/quantity, long-term contract that enables an organization to complete multiple construction projects timely, with quality and at an acceptable price.  It also enables contractors to build a long-term partnering relationship with their clients based upon their delivery of quality performance.

A JOC program eliminates administrative and time costs historically assumed by organizations using traditional contracting methods as it eliminates the need for multiple RFPs. The contractor partnership allows for the delivery of cost effective, highly responsive solutions to the full spectrum of construction projects – new, repair, and renovation.
